If you mean indigenous as in 'inborn' then that might be a yes since we all start without theism. But 'religion' it's not. It would be hard to spin a lack of belief into being a religion.

This is why people who try to portray it as one must first redefine it. They have to define 'all atheists' as believing in one thing or another then claim they all believe this thing in some irrational way. When in reality the only commonality of all atheists is being 'not theists'.
