Yes.
This can especially happen in cross cultural situations.
For instance, you might offer to shake hands with someone in the US and there wouldn't be much of a problem...usually.
However, some "high society" women actually resist having their hand shaken. If you reached out your hand and they kept theirs at their side, then you might feel very offended, when that was not their intent at all.
Also, you might meet someone who likes you and is always breaking dates because of her families needs.
It would be easy to be offended by that, except this person may come from a culture where family ALWAYS comes first.
Manners are "relative", meaning, they aren't always the same thing at all places and at all times.
It is not considered bad manners for a woman to wear clothing which reveals her belly button in public.
However, if the same woman wore the same outfit to a fancy wedding, some might be offended by it.
Here is the secret (for me; your mileage may vary..):
Humility.
IF I am always humble and not prideful, it is very hard to offend me.
Humility keeps me from thinking that "I" know the right way at all times, and so I can judge others.
Then, even if I am inclined to say something (like, "would you please not talk so loudly on your cell phone during this movie?") it will hopefully come across as a simple request, and not a demand from someone who thinks they are better than someone else.

For some people, being rude is considered cool. Jonathan Ross is a good example of somebody who is very rude, even bullying, to guests on his show and yet he is allegedly one of the highest paid presenters on the BBC. I'm sure he's not being rude because he doesn't like his guests - it's his way of being funny.

This is funny! A lot of people say I'm rude (in person). For me, I'm rude when I already know how a person is. Like for example, if I know you're a jerk, i'll be rude to you...and I'm sure other factors contribute to my rudeness :)
