Any glass below 80 cms of ground level.
Any door glass.
Any glass 30 cms to the side of a door.
All these must be toughened.
This is only for new build or new fit, it is not retrospective.

Look over tjhis page,particularly...
'Safety' glass is now mandatory in the home since 1992 when Building Regulations part N, covering glazing materials and their locations for all building work was very first introduced. I believe this was also updated in 1995 and the regulations apply to not only new, but also replacement glass. Briefly then, all glass changed since 1992 should have been done so with the use of safety glass in areas most at risk (called critical locations).
This means most doors and all glazing in windows where the glass is within 2ft 7in - or 800mm, of the floor or ground, where particularly toddlers and the elderly are most at risk.

your county building department will tell you what the building codes are for glass doors. Google would find your county and then see if you find their web site. Otherwise have to visit the county seat. But the glass has to be safety glass that is shatter proof. Not allowed to have glass doors on the bottom of the stairs.

Cant find anything on google myself but do know that doors that have glass in them below a certain height must have safety glass. Your local door store should be able to advise you.

It would be much easier for you to look up your local building departments phone number and call them directly. They are usually located in the city hall building. The people at the building department should be able to tell you the local regulations and give you additional advice on what you need to be aware of when installing a door like you want.

check building regs......but as a rule of thumb glass from floor to 1.2meters in split panel frames should be toughened....fully glazed doors from floor to top should be toughened.......but regs keep changing and all glazed doors require kite mark safety glass now
