Since England existed before the U.S., the English had them before Americans.

Among the earliest forces called marines were formed by Spain and Argentina in the 16th century. The Royal Marines trace their history to 1664, but they officially became part of the Royal Navy in 1755.

Americans formed their marine corps in 1775 as the Continental Marines.

Wouldn't the Philistines technically be one of the first groups of marines? They were called "The Sea People" and attacked Egypt by sea. The American marines are based on the British marines.
