Probably because he gets to do whatever he wants to humans and we only have our common sense (if any) and conscience (if any again) to save us. God can't directly bonk his followers on the head and tell then not to do something, because of free will.
But then again its the bible that says so.

It means just that! Since the fall of man, the Lord assigned the earth over to Satan. That's why he is known as the God of this world however, His reign will be short lived and his fate is already sealed. For a good description of Satan, read Ezekiel Ch.28 V11-19

Satan is the prince and power of the air. He rules this planet for now causing disease, sickness and death for he only wants to kill, steal and destroy. Mankind is under his influence until Christ comes back. Man is God's crowning act of creation and Satan, the great liar, wants to destroy man. But, Christians will one day judge these fallen angels. The world's systems of government, economics and distribution are also under Satanic rule. Mankind rejected following God's express commands while wanting to decide for ourselves what is good or bad and right or wrong, thus usurping God's prerogative and authority. Thus, we sinned and were banished from gaining immortality until God Himself came down to Earth as man to redeem His creation through His Body, the Son Jesus Christ, by paying for our sins with His own death. He did this because He loves us and wanted us to spend eternity with Him as was originally planned. Christ did this on the cross. Thus, the war is over but the battles rage on for awhile.

satan is not in hell nor has been thrown into the lake of fire. However, satan is the god of this world that we currently live in. satan is alive in the spiritual realm (heavenly realm)..satan is the author of sickness, disease, persecution, suffering, death (not in all cases), and sin....
