If you are the administrator, when on the internet, click Tools, Internet Options. Check out the options on the Security, Privacy and Content tabs. I have mine set to medium - this will allow some cookies.

By clicking "enable" on the Content tab, I have all smut set to 0 - but that's me.

They may B blocked by installed software.
