For celebrity sightings Tribeca is a hopping neighborhood in Manhattan. If you want to try to see them check out the two and three star restaurants in that neighborhood.

The main dining room at the Carlyle Hotel. Always someone there. Or, Monday night when Woody Allen is playing his clarinet. Usually brings in a few.

Not sure if its still there or not, but Ted Hook's Backstage...usually after the theatre, so that's probably not so hot lately, but it has good food and usually there are 1 or 2 stars in there as well.
Tavern on the Green in Central Park, excellent food and wonderful atmosphere. Try it just for cocktails and appetizers. The bar is hoppin!
