Depends did the person make statements that he was suicidal? If not then most likley no. Not every person in a jail can be watched constantly. If a person says they are suicidal or it is easy to recognize that they are then they will be placed in a special holding cell where they have to be checked on every 15 minutes (the check must be logged in a sheet)

There would have to be neglagence on the part of the jail. IE: he said he would do it and they didnt do something to protect him, they left something extreamly dangerous laying around for him to do it with. they provoked him to do it.

Other than that just leaving him alone for several hours doesnt warrant neglagence

Why would anyone except the person who hung himself be responsible for his/her actions? Sure it'd be nice if everyone had someone to follow them around 24/7 to make sure they never hurt themselves. But in real life people over the age of 8 or 10 should realize that the buck stops at them to keep themselves safe and not hurt themselves.

A person who is intent on killing themselves will find a way to kill themselves, despite every effort that we make to stop them. Not every jail has cameras in each of their rooms, and no agency has enough personnel to assign one officer to each inmate. With that being said, most agency's have policy's and procedures that dictate how frequently cells are monitored by officers.

Yes. The jail is a freedom restraining facility. The jail has the responsibility to monitor the individuals continuously for their health and well-being.

No, the only person to blame is the one who committed suicide. Even if the person only wanted attention, they knew that there was a possibility of actually dying. This is a sad fact, but it is true. I am sorry if this happened to someone you care about, suicide is a sad and desparate way to die.

No. People hang themselves in the weirdest places. I personally found a man hanging by his bootlace in a mens room stall in a hospital. Sometimes people would rather die than live.

No. The person was obviously mentally ill. They jail is not liable for their mental illness. Not to mention, it's jail not daycare. They are not babysitters.

No, that's why suicide is listed as a crime. It puts the blame solely on the person who did it.

Yes. The booking rooms should have closed-circuit monitoring and the people in them should not have any weapons or items with which they could harm themselves or others.
