I got turned down after my first interview and now it has been 3 months since and the position still open, can i re-apply for it again as the position still open.if so should i wait longer or do it now? its a complicated situation i actually got the job offer exactly a year ago but somehow cannot work for them and the manager no longer work there.whcih means the new manager know nothing about me.

If the ad says 'previous applicants need not apply' then no, you'd look foolish. If it doesn't say this then I would give the manager a call and ask him if he would accept a further application from you. However, if this was me who was recruiting, then I would have already gone through all the applications I'd received, several times, and I would be unlikely to re-consider previously unsuccessful candidates, because I wouldn't be willing to lower my requirements just because a position is proving difficult to fill.

Well that depends, on the advert for the job does it say previous applicants need not apply in which case there isn't any point you applying again. I don't get why you couldn't work for them before - if you've turned it down before I'm not too sure they'd want you unless it was a pretty good reason. Whats changed in that time - i mean what new experiences have you gained since then, what qualifications have you got since then etc in other words why are you more suited to the job now than you were then? If you really want to work there then go for it. You could always give them a call and explain the situation and ask them if they would be willing to consider you, especially if the reasons you didn't get the job last time are no longer there. Why bother - for whatever reason you have failed twice - is it worth the hassle? You say yourself it was the new manager that rejected you for the role.
Have a look the the articles below.
If you appear desperate you will behave differently than you would if you were more relaxed. This will put a negative spin on your application and interview.
Learn from this and move on.
Apply for as many positions as you can - the more the better - even if you turn them down. this will eventually build your interview skills and confidence - one thing you will notice - the more you want the role the less likely you will be offered it!

Yes u can re apply again as 3mths has passed
This time u can work on ur weakness and strengths with a fresh resume and added strengths and experience ..
Don't show that ur desperate for the job its just the company that u want to work for because of its credibility..
