Actually, calories are calculated for both cooked and uncooked foods. Foods lose some amount of calories and nutrients during heating. If you are looking on the packaging, it will usually specify what is meant (i.e., serving size = 1/4 c uncooked). I would recommend using the USDA Nutrient Database. No, if it says it somewhat is the cooked energy, that is one cup cooked energy. One cup uncooked doubles while cooked. in many situations on the returned or in recipes they advise to degree it uncooked, yet pointing out cooked potential in any different case.

I always assumed cooked, as the packaging doesn't say different. (The same with pasta.) However, it's a good question and I'll pop back later to see if anybody has a definitive answer.
