I have a Baby Trend sit n stand LX. the weight limit on the seat is 50lbs and also will let you snap the infant seat on the front. i love it. I tried out a couple of Graco ones in the store and they didn't seem to work as well as this one. Just a recommendation.
PS, you can also try free cycle in your area for a stroller as well!

I have a double stroller and an almost 4 yr. old and a 17 mo. old. Mine is the kind where the big kid is in the back (near me) and the little one in the front (unless it's an infant in a carrier - they you do them the other way around). My oldest weighs right at 40lb. and the only time I have trouble is going down steep hills (we live in Colorado Springs - LOTS of hills). I sometimes just have him get out and hold the side of the stroller.
The one I have is Evenflo - it has what you want - you can clip the infant seat in the back or lay it back to lay the baby in and the older kid goes in the front until the little one is old enough to sit up. I got it at Walmart brand new for $89. We've had it for about 6 months and LOVE it. It's easy to fold and folds up smaller than my regular stroller from my travel system and it's a lot lighter, too. I couldn't find any at the second hand stores for much less than that so I decided on new for a few $$ more.

Consider getting a Baby Trend Sit n' Stand stroller. They can accomodate pretty much any infant car seat and, when your baby's can sit up, you can take off the adapter bar and there's a little front-facing seat for the baby.
The cool part is that there is a little bench on the back that's especially designed for an older child to either sit down or stand up and hold on (hence the name of the product). It's a lot more affordable than the Graco strollers and can accomodate a much larger child.
I got mine at Target for around $120.

I agree you don't need a double stroller, you need a sit and stand-style stroller (there are several brands). If your child is already 38 lbs, s/he will not be able to sit in any regular double stroller very long. I bought mine secondhand from my local craiglist.com for $65, and still use it with my two girls (2YO and 27 lbs, almost 4YO and 33 lbs). I walk them to preschool and to the park in it all the time. Most have an attachment to put in a baby carrier, and you will get much more use out of it than a double stroller.
You could also consider buying new and sharing the costs with someone who is currently pregnant with their second child. Then after your six months of need are up, she could have it.

Just so you know, Eddie Bauer, Cosco and Safety 1st are all the same company (Dorel) and are designed the same but have different fabric options along with the different names. I had a Safety 1st travel system and I didn't particularly care for it. One reason I hated it was that Dorel, in general, is a crappy company that has many recalls. The buckle you described is called a "puzzle" buckle. Very few seats have that design anymore because it was annoying and difficult to use. There are so many better and even affordable travel systems than Eddie Bauer (Dorel). As for Evenflo, I have about as much respect for them as I do for Dorel. Those are just 2 companies that make horrid infant seats. Definitely go for Graco. Especially, look into the Graco Safe Seat 1 infant seat. It lasts most babies until at least 18 mths of age because it has a 30lb weight limit instead of the typical 20-22lb.

yes! I have the one from Babies R Us, the Joovy Caboose Stand-on Tandem. My son will be 4 next week and weighs about 40 lbs, my baby is 2 months. We love our stroller!!

hi i had a tandom for my two boys the only problem was where the heavier one is in the front i couldnt get up kerbs properly i now have a side by side one which is easier to push but cant fit throgh most shops single doorways!!couldnt you buy a buggy board for the eldest to stand on which connects on the back of a normal pushchair?also you dont need the baby to be in a car seat all the time as must make their backs ache ?
