I have air return vents near the ceiling on my second floor and the furnace is in the basement. So I would say yes you can.

Yes you can, we have them in the ceiling in our second floor. However, I swear that the air is already cold by the time it reaches those vents and then the warmer air just stays near the ceilings above our heads leaving the space where we are cold.
