well clearly the person knows it may offend but rather look to a reason of justifying that offense by saying that beforehand makin them feel beter. They think that just because they say that beforehand you autonatically should not be offened so NO

Yes if they tell you as kindly as possible after that what the problem is.I had to tell a coworker no offense but you really need a mint your breath is bad. I think he was ok with it even appreciated It.

It gives them an excuse to offend you. Block them right away and say, Well I just very well may be offended".
Some people use the phraes"no offence, but" when they feel they are going to tell you something about you that is bothering them.... so maybe it's better to listen them out.......................

i think it is meant as, i am going to be blatantly honest and it is meant as no offense tyou, but you asked for an opinion..... it could be regarding something that someone views you to be wrong given the situation described.... also, other viewers may find the answer offensive to their own opinion..... i take it as i am going to be honest in my opinion, please dont be offended.

It means that they don't want to take your anger for offending you and expect you to grin a bear it or even thank them. like all things sometimes it is justified .

I don't know that it is less offensive, but people think they can say anything as long as they say no offense, or if they say "God bless his/her heart".

No, it just means they are about to tell you something that they are scared to just right out and say.
