You must have made a typo in your question ..... an IQ of 70 and below is considered mentally challenged.
Only true qualifications you need are ---- fair health, no criminal back ground & a high school diploma or some college.
You will have to go through a training camp for a few weeks that consist of physical training, firearms, field training, and law knowledge. Pass that and you're on your way & I know many who have slipped through unfortunately.
