Yes there are both legal and illegal sites where you can go on the net to download systems to run your PC. The first answer lists a legal site I have been to a few times to check out reviews and product improvements. I won't list any illegal ones for you, Sorry! I also must warn you of some things to beware doing this.
1. You will not have the support you get from a purchased or preloaded OS System.
2. You will not know if the authors and compilers of the systems have installed damaging Trojans or spyware into the system you will not be able to remove.
3. You may not be able to run many of the mainstream programs being sold and given away on the Internet. This means Games, Word processing, Spread Sheets, Photo Editing, etc...
