However, we do have limits, and many more wanting to come than we can take, so the answer is often 'no.'

I add that only from the rest of your questions which seem to be saying that there is some right to come and that if it isn't easy our process is to blame for illegal immigration. There are billions of people who would like to live here and have education, etc. subsidized for their children at our expense. We can't take them all.

It is not what I think, it is what it is. Apply for a visa/ Work permit.. Then apply for citizenship.
