The only way to get the EU-citizenship is to get the citizenship of an EU-member, e.g. to become a German, English, or French citizen. Since I'm German I can only give you some details of how to become German:
1. when you're born, at least one of your parents is German.
2. you've been living in Germany for at least 8 years and you don't have a criminal record and you're not living on welfare (then you have the right to become German)
3. there are some other ways where it's quite likely that you get the German citizenship. Most common: you're married to a German (for at least 2 yrs) and you're living in Germany (for at least 3 yrs).
So, it's not that easy. I don't know about the situation in other European countries but I'd say it must be similar to the situation in Germany. In general, it's quite easy to work and live anywhere in the EU if you're an EU-citizen. If you're not it's quite difficult to (legally) work and live here. You can make it easier by marrying an EU-citizen. Or you simply have enough money... (like fraginal said)

Marriage is the easies way.
1, Denmark,
2, Norway,
3, Sweden,
4, Finland
Marry each of citizen of above country, you will be granted citizenship on the marriage day.
Very convenient.

you cant get citizenship for the european union without first getting it from a state member. you might be able to get citizenship from one country, but it depends on the country. they all have their own requirements...

EU citizenship is easy to acquire if the person is qualified by having enough money, credible employment and no criminal records.
