to 'jump' into another companies inQATAR?

1.pls adv me, how to 'jump' to another comapnies in qatar? fyi, im just new, almost 6mths, awaiting for work permit (finger print done).
I have another offer from another comapnies, but, my presently company will not produce NOC letter to 'released', what can i do?
pls teach me.

The transfer must be legal so that you will not place yourself in trouble. There must be a guaranteed release from the old company and a valid transfer to the new company.
