Yes, but be sure that he is not married or involved. He may just want sex. If that is all you are interested in too, then no problem. If you want a relationship, better check first.
Seems to me, he would make arrangements to visit you, if he was really interested. You are only an hour away. My bf lives an hour away. He comes over every weekend and sometimes during the week.

Probably, but it's hard to tell because absence makes the heart grow fonder. He could just be lonely and missing your presence.
