Ok if you mean voter registration card, that comes in the mail when you register to vote. You can register at any DMV office, library, or employment commission office, as well as, many other places.
If you mean you need an identification card, go to your local DMV office and have a state id made. They require two forms of identification like a social security card and birth certificate. There are other forms of id also excepted.

When a person is old enough to vote in our town,he/she will go to the Town Hall to the Office of the Registrar of voters, with identification which confirms age and residence. When accepted your name will be added to the eligible voter list. Some jurisdictions issue voter identification cards to be presented at the time of voting.Others accept drivers licenses as proof of residency. Check with your local office to see if a voter I D is issued.
