It would all depend on the circumstances. It could be conduct unbecoming, fraternization or even sexual harassment. Circumstances mean everything.

Officers are the higher ranks of the military. Typically they are college educated to go into officer candidate school right off from the beginning. There are some exceptions like warrant officer that might not require a degree. They are the ones making all the bigger decisions and the enlisted are the ones carrying out whatever those orders are. Example... Colonel says we are gonna charge the hill. They tell the enlisted guys and the enlisted go "charge!" and run up the hill while the colonel watches. Get it? MA2 E. Nappi, USN

If the kiss was consentual and if they are not in the same command or squadron then it would normally not be a big deal. As long as noone is benefiting professionally from the relationship then is shouldn't be a problem

If the kiss is done in plain view of other officers, the officer could potentially be reprimanded. If done behind closed doors, who cares - let them be happy. Bottom line: don't get caught. Like it or not, fratenization happens all the time. You cannot stop mother nature.

This is considered fraternization and both individuals could get reprimanded, receive article 15s or even court-martial, if they happened to be within the same command.

A reprimand at the very least (and he'll lose the respect of his superiors and peers as well).
