If you shop for a left over 2007 or 2006 (some exist) new bikes there are many different brands that fit your need and budget. What you will want to look at are bikes with a Triple chain ring crank set. That will get up the steep hill. I'm in your age group and I have a Schwinn Super Sport Comfort Road and a Bianchi Giro. I bought them both for what you have to spend. I live on a 5% grade and they both climb easy and are plenty fast on the flat.

Can you go a little higher that $1200? (~$1300)
I'm over 50 and bought a full carbon fiber Motobecane Imortal Pro from www.bikesdirect.com They sound too good to be true, but are really that good. The bike glides up the hills, and the carbon fiber provides some cushion for our old bones. It comes with a "compact" crank. This covers the same gear range as a triple but in two rings. I rode it on the CharityTreks ride from Montreal to Portland, New Hampshire in August. 450 miles, up and over the Green Mountains, then the White Mountains, three centuries in five days. The bike made a huge difference.

I am 50 something and ride 100 miles a week. I have a Trek Pilot 2.1 ($1300 MSRP) that I like, but you could also consider a Specialized sequoia (a little cheaper- maybe $900 MSRP). Both of these bikes are road bikes so they are light, but more importantly they have a more relaxed frame so you can sit more upright, easing any back pain.
They are also both very well geared, so you can climb hills easily, and they have ride softening components, so you don't feel every jolt in the road.
There is also a cheaper trek pilot, I think it's a 1.2, but I like to go fasssssst! so I bought the more expensive one with a Shimano 105/Ultegra drive train. I pass a lot of younger riders on the road, and it makes me feel great!
