When the book of Enoch in non canonical?

Why not?
Paul also quoted from Aratus, a poet from Cilicia (Acts 17:28) and Epimenides, a poet from Crete (Titus 1:12). Neither of them are included in Scripture either.
Only that portion which is cited has the full acceptance as Scripture.
Thousands of other writings state things that are true and some contain portions of the Word of God. The accepted Canon of Scripture is the only body of writings that have the full approval and recognition of the Church as being fully the Word of God.

There was no canon when the book of Jude was written. The Book of Enoch was accepted by some Jews prior to the Council of Jamnia, and it was accepted in the Canon of the Christian Church in Ethiopia. The author of Jude was probably a Jew living in a region that accepted the Book of Enoch.

the book of enoch referred to in the bible is not in existance. the one that is commonly referred to was written around the time or Maccabees (a couple hundred years before Christ), many years after it was first referred to in the OT. It is a forgery. This is why it is not canon.
