If it was me...there would be more than 1 parent around to supervise! No way, no how would I be persuaded to leave MY home in the hands of a bunch of teenagers! Parents are responsible for things that happen in their home and can be prosecuted if anything were to go wrong, like under age drinking, drug use or any type of injury to a person while at the party. Unless this parent is totally irresponsible and has very deep pockets, it looks like your "friend's" party will just have to be low key!

The parent is doing the right thing by hanging out.
This is a security measure as well as being a good host.
The parent can supervise to make sure there is plenty of food and drinks, as well as make sure that nothing of an illicit nature makes its way into the party (alcohol, pot, etc.), and also keep the kids out of the bedrooms.
The parent can also keep things under control should there be a noise complaint, and can also limit property damage to the house. You would be surprised at how many teen parties result in major damage.
The parent does not have to be in amongst the party guests at all times, and can settle for staying in their bedroom.
I can assure you, the parent(s) fully expects the music and conversation to be loud.

This may be a bit of a lame answer, but as an adult and someone who works with teens, I understand both your need for a great, parentless time, and her parents desire for supervision.
You have to understand something, this is their child, their house, and their rules. If you want more freedom, you have a few options. See if your friend would have the party elsewhere. See if she can convince her parents to remain "unnoticed".
I honestly feel that her parents have every right to be there. My thoughts are that if your friend is willing to have the party at home, then SHE must be okay with her parents being there, and if that's the case, then that's all that really matters.

'a little loud" what do you really mean by that? do you really mean just volume or are you talking about 'content' of what's going on?
she should talk to her parents about what their deffinition of 'supervising' is, and how much they wil or will not be there. Remember that this is at THEIR house, so they are more than entitled to be there and make sure nothing is damaged. not to mention "other things' can get really out of hand. they should talk about what her parents consider off limits or unacceptable, that way there are no embarrassing confrontations during the party.
if they all know what the other is expecting it will eliminate surprises and she can enjoy her party a lot more.

She shouldn't. Her parent(s) can supervise to make sure the party doesn't get out of hand while maintaining a low profile. I'm sure they understand about teen parties and won't be too bad. However, if there are no adults there at all the party is much more likely to get out of control and enter the realm of the immoral, illegal and unethical.
