As others have already responded, the scan is an image.

You can bring the image into an application and then "write" over the image.

In graphics programs, you can use the paint brush to "write" or you can use the Text Tool to type onto it.

You can insert the image into Word and the create a Text Box on the image and then "type" into the box.

If you want the "writing" to be a part of the scan, then use a graphics editing program.

Otherwise, in Word you can use the PDF Writer add-in to output it into a PDF document.

IT depends on how it was scanned. If you have Readiris software you can scan in and convert the document to text so that you can write additional information on it. If not you may have some luck by importing the document and trying to superimpose your text over it.

A scanned document is a picture. OCR (optical character recognition) software CAN be used to convert many scanned images into text files. The scanned image itself CAN'T be 'written' to.

If the scan in file format is graphic formats, you can't edit or write on that document. You may use Adobe Acrobat or Microsoft Word to add text boxes and write in the text boxes. But you can't add/edit anything to the document body. If you have text scan, you can use MS Word or Acrobat to edit the file.

Save it as a Word document. Create a textbox and put your text inside the textbox.
