I'm going through ROTC and I earned a scholarship in high school. Following that I broke my back in a motorcycle accident and went through a lengthy waiver process. I'm fully healed and have no restrictions, as stated by my doctor. ROTC just denied my waiver, so obviously I don't get the scholarship. My bigger concern is the phrasing of the refusal; "Multi-service disqualification." Does this mean I'm no longer able to join the military as well, even though I'm perfectly healthy?

SOunds like it. You need to speak to the person who processed your waiver for ROTC and ask them for some clarity of your status.

It means that your current conditions does not meet the physical qualification of those contained in Army Regulation 40-501, the Standards for Medical Fitness which is the guide for enlistment and appointment physicals for all branches of the armed forces. In short, you are physically disqualified for entry into the armed forces.
