If the civil engineer wants to build dams in China, it sure helps to speak Chinese.
Regardless of where we work, engineers today draw on parts make all over the world. I work in New York. And I have to deal with engineers in foreign counties who do not speak English well. In the past few months my projects would have gone better if I had spoken: German, Japanese, Mandarin, Cantonese, Finnish, Croatian, French, Spanish, Korean...
Nobody speaks them all, but you really need enough grounding in langauge skills and at least one foreign language, so you have a feel for working through the fog of other cultures and languages. All of a sudden the internet connects us all and we are all thrown into business together.

It depends upon whether you already speak a second language or are considering studying a second language. The growth areas in the world are going to be in Asia and South America. The demand for civil engineers should be highest there. However, it is my observation that many young Americans don't want to study engineering because it is too hard. There should be plenty of work for engineers in the U.S., regardless of whether or not you speak a second language.

There is immigration everywhere now especially here in the US. Knowing another language would of course be a plus to you if you understand your foreign-born client or your foreign-born laborers.
If you know what they really need, if you know what they really want to do or in short communication is key to a more productive and efficient work.
Its not all about the math

Most of the labor force in the U.S. speaks spanish and it's good to be able to talk to them.
