The ASPCA is the American Society for the Prevention and Cruelty to Animals.

The SPCA is the Society to Prevent Cruelty to Animals International.

They do similar things, they are just different organizations.

The "A" identifies it as American. RSPCA, stands for Royal Society for the Prevention of Cruelty to Animals and is similar to ASPCA but it's in UK and Australia.
Both are organizations for the prevention of cruelty to animals. SPCA doesn't distinquish where the org. is operating from. In my city, the first letter of the city is included: HSPCA.
