You should strike the fence deeper into the soil so that in case the bloodhound puppies try to dig for it, it wouldn't work. Also, put wires across the fence so that the puppies won't slip between the fence.

Make the fence several feet deep with a stone barricade just a little bit underground on each side to make it inconvenient for them to try to dig out. Also build it six feet high so that there's no way they can jump over it. Might cost some but they'll NEVER escape.

If you dont want to do all that digging and replacing the fence. All you have to do is put big size rocks around the outside of the fence. That way you doesnt take alot of time and money.

Bigger fence, deeper fencing. You can get those collars that emit that high-frequency sound if the dog attempts to escape.

Are they digging their way out? If so, you can bury chickenwire that they cannot dig through... Otherwise, I'd say a taller fence is in order!! :)
