Since Japan is going to hunt the Humpbacks in International Waters, and International Waters belong to all nations, therefore any national sanctioned by the UN can legally send warships to forcibly stop the Japanese whaling fleet. If the Japanese are really interested in doing "research", just ask them to bring the slaughtered whales to some third country and do their research there, they will immediately stop their shusi and shasimi hunting.

1. IWC has the list of endangered whales.
2. Actually not all whales are endangered and IWC do not ban whole whaling.
3. According to the IWC's rule and regulation, whaling nations including Japan are doing whaling.
4. Alaskan Inuit and Makah people, Native American in WA, have/had also their right to do whaling.
5. Japan is trying to protect marine resouces.

After the BSE (mad cow disease) and bird flue epidemic, the world is preferring eating fish to meat. Whaling nations know some whales are consuming enormous marine resources including fishes of our meal every year. As the crude oil, the price of fishes are rising gradually now.
"Fish" and "fresh water" will be precious resources in near future.

The Japanese don't care what you think; they regard this as their cultural heritage and nobody else's business.

Read up on the Sea Shepherds. They have a fleet, and they attempt to do what you propose, have done for years. Their leader claims to have rammed 10 whaling vessels (a clear exaggeration) and probably has rammed at least two.

Let's Nature takes it course. Let God worry about it all. SInce the early age men has started hunting. And all the birds, fish and animals prosper by itself. God knows better which species should be extinct and which should continue prospering.

There's still lot more things for us to worry about mankind rather than troubling ourselves thinking about this sepecies and that. Believe me God knows best.

And if the Japanese were to start hunting whales again, God is keeping an aye on them. I am not being redicule... but at times we have to look things in another angel.
