You can not have a retread on the steering axle, but you can have the tire repaired if needed. If you picked up a nail or screw on the road, that does not mean you have to replace the tire!

Why would you even want to risk a tire blow out on a steer tire? Regardless of the law, I wouldn't want to take that chance. I would put the steer tire on the back and put a non-patched tire on the steer axle.

No. No patches, no plugs, no recaps. Virgin tires only on the steers. Check the FMCSR to be sure, but that's what every tire shop has told me.
For that matter, when I owned my truck, I only put virgin tires on the drives.
