No, I don't. You wouldn't want another girl to do that to you. If he wants to go out with someone else, he needs to break up with his girlfriend. Don't do something you know is wrong. If you felt ok about it, you wouldn't have asked the question.

Bad idea. If he cheats on his current girlfriend whats to keep him from cheating on YOU in the future. If he likes you and doesn't like his girlfriend anymore he should leave her immediately and then move on to try and start something with you. There is nothing you can do before, except show him you're interested - but not too obviously. Be patient if there is no love between them anymore it's just a matter of time. Wait for a couple of months. I'd set myself an ultimatum to somewhere round new year's.
