It looks like he wants to attack her. He starts shaking and makes low deep throat grunting noises. How do I get him to not be aggressive to my new puppy?

I have kept them separated very well.

To Savannah5 - they are seperated. I let him look at her when she was safe inside a kennel.
Also, she is at my next door neighbors house and my big dog is at my house.
Yes, to all who said invasion issue. You are right.
How to beat it though?

The dog I am sure does not have rabies!! Dogs also foam when angry. Its a invasion issue I'm guessing. You maky need to slowly introduce them and get them use to one another. Be careful the big doesn't eat the small one!! If the big goes after the little, don't beat it, just pick up its back legs high enough it almost lifts the front off the floor. This makes them more worried about getting their feet back on the ground than attacking. Then seperate them again.

MINE got to know each other through a fence and then I allowed thm to try being together once they didn't show any aggression towards each other. I just let them sniff each other through the fence for a few weeks before letting them be together. Not sure that would work for all. Some dogs just don't get along. I've had a few that didn't. Just had to keep them apart or tell them no before it got to frisky between them.

Your dog is probably having some aggersion towards the puppy because it feels invaded. It may think that with a new dog in its territory, it is no longer the main priority. But if your dog doesn't adjust within a few weeks, I would take it to the vet to see if there is something wrong.

It's just spit.... the aggression is a problem though. They will need to be acclimated to each other slowly. Puppies get on older dogs nerves just like your little sister got on yours...

Did you see how they liked each other on neutral turf before you brought the new puppy in the house?
