How often is "regularly" bathing him? You could be bathing him too much. Dogs should only be bathed ONCE a month. Anymore than that can dry out their skin.

Which flea drops exactly? There are many different kinds!! If they're from a store, I can tell you right now they won't be working.
NO spot-on will work if you wash the dog within 48 hours before or after applying it. Quit washing the dog, because it won't be helping his fleas - nothing available in stores will.
Just get a PROPER treatment from a vets, like Frontline or Revolution, get it on the dog's skin and don't bath before or after using it!
If the dog still scratches after you've treated PROPERLY for fleas (you may need to spray the house) then obviously the cause of the scratching is something else and you will have to go to a vets to find out what. But since you haven't treated properly for fleas yet, it's still most likely to be that.

Dry skin may be the culprit. Try using some conditioner next time you bath him and if he insists on scratching, you may have to either cover the itchy spot or put some sort of booty on him so he doesn't scratch it more and get it infected. Don't use a flea collar as his neck is too small and the poison will go into his skin and to his brain. I use baby shampoo on my dog and it works great. Don't over do the baths, that will dry the skin out especially in winter. good luck on getting the itching to stop.

Hmmm, if he keeps scratching, get some gloves and carefully search his ear, ear mites look like little white flakes if you don't know. Look out for fleas, if you don't spot anything, call a vet and see if they can help. If you use flea & tick shampoo, it may be irritating that spot, but you should ask a professional. As i am only nine.

He probably has some kind of allergy, my dog a lasha-aspo have skin allergies, He's on med from the vet to help w/the itching..Could be food allergies, or he can be allergic to the shampoo and drops, I would take him to the vet, get him on the once a month flea med's from the vet, the work the best...Hope this helps you!

Yes, but just treating your dog will not get rid of the fleas. First, give him a bath in a good flea shampoo. Then treat him with Frontline. Go to Home Depot, or Lowes and get flea bombs and make sure you have one for every room in your house. You also need to get a spray and spray your yard. If you don't treat all these areas, you will not get rid of your problem.

Your pup could have mites that cause dry skin, skin allergy in that area, or a hot spot or there is something in the ear that is bothering him to that area which he is trying to get at. The best thing to do it take it to the vet so they can rule out everything.

Maybe too much of the flea & tick shampoo.
Also rule out mange, or he can have an allergic reaction to flee bites.

could be an ear infection or ear mites and both need antibiotics from the vet. It could also be allergies.
