okay. this guy is NO gentleman. he is obviously some sort of pig. you can be nice, but i think that a little bit of a snippier rejection would hit home better.
the nice: "Look, i don't want to hurt your feelings but i don't like you. at all. i'm sorry. find someone else. like in your own grade. (then offer substitutes and walk away quickly)
the ugly.: You are a PERV and i do not like you. do NOT talk to me ever again and if you ever make sexual gestures at me again, i will send (insert name) to slice you.
have a nice day!

Well it doesn't sound like this guy is being nice to you if he makes sexual gestures around you. You can't be too easy on people like him, because they take an inch and go a mile. Be direct about how you feel. If he makes you extremely uncomfortable, tell a friend to help you stand up to him.

There is no nice way. He's not being nice to you, so why are you so worried about his feelings?? He's getting off on your reactions and that ain't right. Just tell him," I don't like you, leave me alone". And then just ignore him, turn your back to him. If he doesn't quit it, make a joke about his penis size in front of his friends, whether it's true or not. He'll shut up.

If this guy is beginning to frighten you, then go talk to the school principal. Talking to this guy directly isn't going to accomplish anything. Getting someone else to talk to him isn't going to accomplish anything. Trying to scare him off with muscle won't work long term. You need to cut through all that and get the authorities involved - let your principal deal with it then you don't have to.
Hope it all works out for you, Sweetie.

Be very clear when you express to him that you are not interested in being his girlfriend you don't like him in that way and no matter how many people you tell you are his girlfriend, it won't make it true. Tell him there is a girl out there for him, it's just not you.

Why bother being nice about it? He isn't being nice to you!
Tell him as forcefully as you have to until he get's the message. Don't worry if you're being somewhat rude.
Edit to add -- He's making sexual gestures and lying to people about you? To hell with him!

The best thing you can do is ignore him - totally.
Tell your friends what he is doing & get them to spread the word.
If he is really bugging you and you feel threatened or unsafe - tell a teacher or someone older straight away.
He may find another target to annoy if you don't respond to him - its no fun for him annoying someone who ingores him.

Unfortunately there really isn't a nice way to say it. Just tell him you're not interested. If he persists, be a little firmer, and tell him to get a life. Good luck!

He sounds like a jerk, I don't think you need a nice way to put it. If he's making sexual gestures, then I don't think you need to put it nicely. If he continues to do thhose things after you tell him, then tell an adult.
