In the mouth or outside of the mouth? Could be acne ,but if is bleeding or looks infected, antibiotics will clear them up. If it is inside the Oral cavity, it could be oral pappilomas. they are benign and transmitted through a virus and some vets opt not to even surgically remove them unless they are causing the dog pain.

This could be anything. It could just be puppy acne....you don't say what age your dog is. Flea bites. Roundworm...which is highly infectious, and is transmissable to humans, btw. Or mange. You really need to get it checked out.

How long have they been there? A vet would probably be a better person to ask.
