A project manager (PM) is responsible for ALL aspects of the project. This includes, technical, costs, cost management, man power requirements, schedules, manpower loading, briefings to customer and upper management and formal project reviews
If the project involves design work, then the PM is responsible for all details of the design including generation of specification documents, any prototype design, development and test, environmental testing, final acceptance testing

Project managers are typically primarily management functions. That said, they also need technical competence in the areas they are managing. Most project managers start as junior engineers and work their way up.
