I used a CD-R to copy files and I got an error message. Disk not formatted. what do I need to do?

Restart the computer and if it still doesn't write try another cd.
Assuming you are using a CD writer.

I have two burners, a Dell and a Samsung. Both mandate that in order to use a CD for data backup, you must use CD/RWs and the CD must be formatted with the software that powers the burner. With Samsung, it was Nero. With the Dell, it was Roxio.

I did this for a while until flashdrives became available, now I no longer used CD/RWs. Flashdrives have come way down in price, easy to use, readily transportable, and hold so much more.

With that said, you will have to refer to the User's Guide that came with the burner or, try opening it and click the Help button to search for "formatting."
