I hear you are concerned for your friend, as I would be. How is your friend reacting to him? And for him being a married man and flirting like that is wrong! Tell you friend she needs to be careful and to realize that more than likely he just wants to sleep with her. Where does this man see her? If its in public, I would go over to him and be kind of loud, telling him that he is a married man, and its making you/your friend uncomfortable when he flirts with her. or something along those lines. Really the only thing you can do is be supportive to your friend and hopefully she is smart enough being an adult to make the right decisions. You cant make her do anything she doesnt want to do. But you can be there as a friend and make sure she stays safe.

He's only 9 years older than her, not that big a deal.
He could be smiling because he's just being friendly, men do do that sometimes you know.
On the other hand, how do you know he's married? It sounds like your 'friend' sees this man regularly enough to know he's married, so perhaps it's nothing more than a casual 'Hey neighbour' kind of smile?

I wouldn't worry about it. A smile is just a smile and a great way to simply say 'Have a great day!'

you are her friend. your job is to give her your opinions and advice, but you can't control her actions. it's admirable to be worried about her, but she will have to ultimately make her own decisions about this guy. it might come to nothing, so maybe you shouldn't worry about it too much until something bad actually happens. anyway, having an affair with a married guy, if that is what you are worried about, isn't exactly uncommon. it's not right, but it's not necessarily dangerous.

Be a friend if she asks for advice or help. Otherwise,stay out
of it or you might make things worse. It wouldn't be the first
time a well-meaning person helped to create the very situation they were trying to prevent. Nobody likes being told what to do.

Being older has nothing to do with it. Looking and smiling is ok. If she feels threatened she should do something about it herself.

~watching and smiling is one thing, but if he makes some kind of advances, then be worried. and what would you do? its not against the law to smile at someone. not yet anyway.

No, its not normal or OK. Someone needs to ask him to stop,politely in private,if he continues confront him in front of his wife. That should take care of it.
