This is actually explained in the story with Davros. When the Doctor is told that Caan rescued Davros at first he can not believe it because the Time War is "Time Locked" that is to say that a side effect of the Time War prevents Time Travel to that part of history from the Time War onwards. Dalek Caan literally does the impossible by saving Davros and loses his sanity (and most of his travel machine) in the process. The Doctor's former incarnations were not part of the Time War so FOR THEM it has not happened yet and they can visit the Time Lords up until the Time War BUT can not participate in the future events of the Time War, probably because of this "Time Lock" phenomenon.
