I disagree with your entire statement. Why do you believe that a janitor and a police officer are the top two most "undesirable" jobs?
I know many people in both professions, and they enjoy what they do as much as anyone who works for a living. And they are paid relatively well (not great but a lot better than some other jobs).
So, I might like to do what you consider "undesirable" and you might like to do what I consider "undesirable". Personally, I would hate to be the U.S. President because I know I would be prevented from doing what I think is right and necessary for the country. It would cause me a great amount of personal frustration.

FYI: I am a janitor for a sizeable corporation after twenty five years of managing a business. I'm making more than I ever have in my life, I have a substantial amount of money in my 401K, Drive a golf cart around the plant, have no one looking over my shoulder to tell me I am not working fast enough or didn't make enough widgets today and I have no credit cards. I don't need them, there has been nothing I wanted over the past three years I couldn't just pay cash for. Not true for all janitorial work I know but this one is the best job I ever had in my life.

I'm not sure why janitor would be there unless it's based on cleaning up other people's messes while receiving no appreciation.
Being a police officer is a pretty important job, so I'm not sure why it would be up there unless it's because they're only noticed when they stop you for a traffic ticket or otherwise break up your fun.
Both referees and telemarketers would be considered in the same vein. They're only noticed when you're upset or annoyed by them. Referee would fit the best since they since they only step in to clean up messes created by one (or more) of the players.

Well, the highest suicide rate when ranked by profession goes to....Dentists!
Can you imagine going through life hated and feared by children and adults alike, when all you really want to do is put an end to their suffering? To be blamed for their pain when it is your calling to ease it?
However, as jobs go I'd have to think that proctologist would be far less desirable.

The most undesirable is Prison Guard actually (And I ain't calling you a CO. Corporate Officers are COs you silly prison guards).
So the ranking is
1- Prison Guard.
2- Cop.
3- Janitor.
