No, the Electorial Congress did. He lost the popular vote, which is why the Electorial Congress needs to be thrown out. It outlived its purpose 150yrs ago. We need to become a true Democracy instead of a Republic.

If GWB is the best that God can do then maybe he should retire and let a younger guy take over
The Electoral College should never be abolished because it not only guarantees that democracy will continue to flourish in America But since it is not legally bound to follow the popular vote it has the capacity of to negate bad choices made by the People
Never ever forget that on top of the list of the things that the Founding Fathers feared would happen to their brand new country was the destructive effects of mob rule
The US Constitution has legal road blocks incorporated into it that are designed to allow time for the passion of the mob to cool down and then to finally dissipate.
Also never forget that Adolph Hitler was legally elected by the German people in 1934.

No. God doesn't exist.
However, I suppose you could say that belief in God put George Bush in office. Religion is a great way of controlling people. If you can convince them that Bush is on God's side, you have a huge voting block. They've been so strongly indoctrinated into their belief, there's an extreme emotional attachment to them. If you play off of that emotional attachment, they'll follow like sheep.
All you have to do is scare them enough.

Are you for real? Maybe you can say GB is always trying to imitate God. But the truth is he can't be God. He can't think and act like God. He needs God though, to save his soul.
