I own a shop, and have dealt with this for years. No, you can't shorten an Axel because it will break. These are made as one piece, and then heat treated. The only way you can shorten an Axel is to purchase a new one, and you can get them in any length you want, but as far as shorting one that has already had the splines cut into them, no. If you cut or grind on it, then it will break in the exact place you did the work on it. It might be possible to take the heat treatment out of it by a process, doing work to it, and then putting another heat treatment on it, but the integrity would be compromised.
A company named "Strange" makes Axles, and I'm sure if you talk to them about it, you will see what I mean. I don't think it is impossible to shorten an Axel, but the finished product will have to be one solid piece, and heat treated properly, or it will break with you.
