It's not the airlines decision, that would be a TSA and Customs thing. I would check out the TSA website, or do a search for customs and immigration for china.

it all depends on what the Dogs have been trained for and nine times out of ten they do train them for things of that matter, you have to remember that you are not the first one that thought about this.
