I've never heard that laser hair removal causes cancer. I'm in the process of having it done to myself. Just my legs and armpits. I'm not convinced of having my bikini line done as yet.
If you are going to do it, have IPL done. It is the best one as it also gets light colored hairs. Not all lasers do. Please remember one important thing: there is NO such thing as permanent hair removal.
Laser will result in hair reduction but there are cases where the hair can return. For example, through strong hormonal shifts during pregnancy or menopause. After one treatment, however, I already notice a difference. Just note: it's a process and don't have preconceived notions: my idea is that the hair would just "fall out". It doesn't, you continue to shave (NOT wax anymore) and at some point it stops coming back. The number of treatments vary. If you are fair and not hairy, several (2-3) treatments may be enough but most people need 6-8 to get the "hairless" results.

No. It costs a lot of money and it can only be done if your hairs are dark, no light hairs. No red, gray, or light blond hairs.

They use a non-ionizing radiation which doesn't cause cancer. It is the same heat like produced from a light bulb.
If you have had skin cancer, you would have to get your dermatologist to give permission before they would remove the hair.
Go to the website above where they have a lot more questions and answers for laser hair removal.

there haven't been enough studies to prove or disprove that laser can cause cancer. there are some areas, such as under the arms where some sensitive hormone glands are that might be a more sensitive area...

Dont take it all off as at some places its there for a reason.Like controlling your body temperature, sweat and things. I dont know about the cancer thing. You would have to as a professional.
