We use the word miracle to describe many things, a new baby for example or a cure for an illness or recovery from a serious injury. So yes mankind can perform miracles and probably have many times over the centuries.
Miracles are not only found in religious stories, they happen in the real world as well.
We could say (if we are religious) that God helps us to create the miracle but then we have ask why he created the need in the first place.
