5'6 female, 98lbs (7 stone) or a 5'6 female, 91 lbs (6 1/2 stone). which weight looks best?

Its not about the weight!!! nobody could care less how much you weight!
what matters is body fat percentage and muscle mass and determines in how good shape you are. muscle is more dense than fat so you can weight more and look a lot lighter.

its only a 1/2 stone difference, personally i wouldn't be able to tell the difference..
depends on age and they could be more muscle than fat, fat weights more..

I guess it depends on how old because their bodies would be developed differently.
