It overlooks several key issues in the concept of omnipotence. Basically, God isn't directly killing the kittens, it is the domo-kuns that do his dirty work. Domo-kuns are divine beings created to know no cuteness and know no mercy. There was a decree passed down by God that the domo-kuns would forever preform this task.

God is omnipent in all actions but those that contradict his earlier actions (see the argument of the movie Dogma, if God is ever wrong, the universe stops being). As such, he can't override the powers given to domo-kuns of ultra-kitten-killing, so he can't make such a kitten in the masturbation instance.

Where this gets tricky is if God is killing the kitten for some other reason. God has very little qualms about killing, so it might be tough, but this God *could* make such a kitten that he himself couldn't kill due to cuteness. He would be unable to undo the debillitating cuteness at a later date, obviously.

So the manner in which the question was phrased isn't the best spiritually, as both a yes and no come up from the same logical precept.

Being able to do everything except reverse what you did before at least only disqualifies a small enough subset of options such that it is EFFECTIVELY omnipotence.

This would also cover why he needed to offer a patch for the "having to sacrifice stuff to live forever" bug in such an unprofessional and hack-ish way. He couldn't change his old decrees, but he could build new ones atop of them in some strange way to effectively replace them.
