What is an "international student"? You mean a foreign student attending school in Canada?
If you hold a passport from a country that is a part of the Visa Waiver Program, you could apply for admission to the U.S. without a visa.
If you are not from a country that participates in the Visa Waiver Program, you need to apply for a visitors visa at the U.S. consulate that has jurisdiction over your place of residence in Canada.
If they grant you a visa, you may use it to seek admission into the U.S.
