Father relinquishes rights to Grandparent?

If an unwed father voluntarily relinquishes his rights to the unwed single mother who is not intending to marry, can a grandparent form the mother's side adopt the child as a stepparent?

yes, There are alot of grandparents in todays society raising the grandkids
